Specialized search and rescue teams, underwater divers, cave experts and topographers were searching on Wednesday for four workers who were missing a day after an explosion at a hydroelectric plant near the northern Italian city of Bologna killed at least three people and injured five others. The explosion took place at a level of the plant that was underwater, and Mr. Cari said divers on Wednesday worked in conditions of “zero visibility,” as they searched among the rubble and debris of the explosion, moving sheet metal by hand with difficulty. The explosion at the Enel Green Power plant happened as the company was testing efficiency improvements that had been made to the facility, which generates power from the water of a nearby dam basin. The episode and the resulting deaths and injuries roused unions to call for a general strike protesting unsafe working conditions and work-related deaths. Political leaders, both in the center-right government and in the opposition, rushed to the site of the plant, about 43 miles south of Bologna.

Leaning for centuries at a worrisome tilt, the Garisenda Tower in Bologna has endured insults and trauma. Dickens called it “sufficiently unsightly,” if extraordinary, while Goethe said it was “a spectacle that disgusts.” And then there were the earthquakes, the Allied bombing raids of the city during World War II and urbanization that doomed other towers. The Garisenda has stood through it all, a beloved symbol of this medieval city, a reminder of a past when important families or communities would erect towers to remind others of their status, and for defense. But now, the Garisenda is in trouble. After sensors attached to the monument, which leans at a 3.6 degree angle, picked up “anomalous movements” last year, alarmed experts issued what one called an “engineering code red.”In October, the Garisenda was cordoned off, with bright red protective barriers set up along part of its perimeter to limit the damage should the tower tumble, and a group of experts got to work on plans to safeguard it for the future, while watching for signs of imminent trouble.

When Bologna became the first major Italian city to impose a speed limit of 30 kilometers, or 20 miles, an hour, Luca Mazzoli, a local taxi driver, posted a sign in his cab warning passengers of the change. MILAN (AP) — Officials have secured the area around one of two 12th Century towers that have become symbolic of the northern city of Bologna, fearing its leaning could lead to collapse. Italy’s civil protection agency has maintained a yellow alert on the site, denoting caution but not imminent danger. The Garisenda, the shorter of two towers built between 1109 and 1119, currently stands 48 meters (157 feet) feet to the Asinelli’s 97 meters (320 feet). Mayor Matteo Lepore noted in a debate earlier this month that the Garisenda tower has leaned since it was built “and has been a concern ever since." Preliminary work on the Garisenda tower will include creating a containment area to prevent any damage to nearby structures or harm to passersby from a “possible collapse,’’ the city said in a statement.

GENOA, Italy, Oct 7 (Reuters) - A late strike by Christian Pulisic earned AC Milan a 1-0 win at promoted Genoa that put them top of Serie A on Saturday but the game ended in chaos as both keepers were sent off and striker Olivier Giroud went in goal for the visitors. U.S. international Pulisic netted in the 87th minute with a half-volley from near the penalty spot after he was brilliantly set up by Yunus Musah to give Milan the lead. But the three points were hanging by a thread as the game took a chaotic turn when Milan goalkeeper Mike Maignan saw red for a foul on Caleb Ekuban late in stoppage time and Giroud took his spot in goal. "I like to think that what Giroud did is part of our mentality," coach Stefano Pioli told DAZN. "Pulisic wanted to go in goal and perhaps he had already done it, but I told him that he was too short.

Airbnb is facing crackdowns around the world as cities say it is making housing shortages worse. Brian Chesky described offering year-long rentals as a "huge opportunity" for Airbnb in an interview with the Financial Times. He suggested Airbnb could start hosting dining pop-ups, and that car rentals would be "the next thing" for the company to tackle. The move towards encouraging longer rentals is likely to face opposition from the growing list of major cities cracking down on Airbnb amid fears the platform is exacerbating housing shortages and pushing up rents.
